Licensing Last Updated: April 28, 2008 Exporting Requirements - Generally, any person or company who intends to export or to temporarily import a defense article, defense service, or technical data must obtain prior approval from DDTC. The appropriate license form must be submitted for the purpose of seeking approval. Furthermore, in most cases, in order for a license to be considered, you first must be registered with DDTC. There are three ways that you may submit a license: D-Trade You must use D-Trade for most of your licensing needs. ELLIE As of October 12, 2006, the DSP-119 is the only form accepted through the Electronic Licensing Entry System (“ELLIE,” DDTC’s legacy partial-electronic system. You must be a member of ELLIE in order to participate.) In the near future, implementation of the DSP-6, DSP-62, and DSP-74 will replace the DSP-119 as methods of amending the DSP-5, DSP-61, and DSP-73, respectively. DSP-119: Application for Amendment to a License For those who are members of ELLIE and are using the system for amending licenses, you may click here to view the status of the application. Hardcopy License Applications Form DSP-85: Application for Permanent/Temporary Export or Temporary Import of Classified Defense Articles and Related Classified Technical Data, can only be submitted in hardcopy. Agreements – At this time, all agreements must be provided in paper form. |
