Special Export Program
The United States has three special export programs in place designed to facilitate and expedite transfers to U.S. friends and allies.
The Defense Capabilities Initiative (DCI) relates to the supply of specified defense articles to NATO allies.

The Special Embassy Program (EMB) provides an expeditious channel for approval of defense articles procured in the United States by Embassies of NATO allies, Australia, and Japan.
The special licensing regime for commercial communications satellites and related components (SAT) provides multi-destination licenses and retransfer authorizations to an approved list of end users and satellite programs involving U.S. friends and allies.
All three programs require electronic license submissions, using the three characters shown below in the first three positions of the user transaction ID field. The remaining nine character positions are for your use to identify your license submission.
