For efficient review and processing, applicants should use DECCS to submit license applications related to:
- Exporting, reexporting, and retransferring defense articles and technical data.
- Temporarily importing defense articles and technical data.
- Brokering:
- Foreign defense articles and defense services as described on the U.S. Munitions List (USML) or the U.S. Munitions Import List
- U.S. -origin defense articles or defense services as described in section 129.4(a)(2) of the International Traffic in Arms Regulations (ITAR)

When amending the DSP-85, applicants must submit a new DSP-85 along with a transmittal letter, signed by the Empowered Official explaining the amendment being requested.
